Abstract

Sound strategic planning at large corporations includes the development of accurate forecasts of workload and the attendant labor resources required for execution. These workload and resource plans are key to the development of the corporation's financial plans, such as revenue and income forecasts, forward pricing for future work, and the establishment of overhead rates. Additionally, these forecasts are used to develop the necessary hiring and subcontracting plans and to balance the assignment of manufacturing, construction, and engineering talent across numerous contracts. Lastly, such forecasts provide management a tool to assist in the evaluation of the impact of work scope changes. This paper provides an overview of the approach that Northrop Grumman Newport News uses to develop and manage its workload and labor resource forecasts.
