The book contains 7 drafts of constitutions and constitutional projects from Russia from the late 18th century to the in the early 19th century. In 1799, Alexander Andreevic Bezborodko's draft for a reform of the Russian state marks the first step towards modern constitutionalism in Russia. Also included in the edition are the constitutional projects which were made under Tsar Alexander I 1801 and 1809, the "Draft for a Constitutional Charter of the Russian Empire" written by Nikolaevic Novosil'cevs 1818–1820 and the constitutional projects of the Decembrists in the 1820s. Oleg Subbotin is lecturer at the Belarusian State Pedagogical University in Minsk
