Abstract
The purpose of this study was to identify high school districts that have over time increased the number of eligible under-represented minorities high school graduates and to characterize the nature of those districts to better understand their successes. Under-represented minorities with historically low UC-CSU eligibility rates include: African-American; American Indian; Hispanic, Chicano and Latino; and, Filipino and Pacific Islanders. California has a three-tiered post-secondary education system comprised of the University of California, the California State University, and the Community College systems. The focus in this study was on the UC and CSU systems.
