Abstract
Watershed-based NPDES permitting is an approach to developing NPDES permits for multiple point sources within a defined geographic area (watershed boundaries). The primary difference between this approach and the current approach to permitting is the consideration of watershed goals and the impact of multiple pollutant sources and stressors, including nonpoint source contributions.Several States have emerged as champions of the Watershed-based Permitting approach on a statewide basis. This paper and presentation will discuss different approaches states have been using or recently begun to use in the context of a watershed permitting analytical approach and an NPDES watershed framework.
