Abstract
Sheffield City Polytechnic starts its new three-year part-time day-release MSc course in Education Management in September. The course has a triple focus of policy formulation, policy determination, and policy implementation. Policy formulation includes study and analysis of the present state of an organisation and of the likely future state of its environment. Policy determination includes forecasting and the methods for considering what future state is desired, and how all these in turn lead to planning decisions; it also includes a study of means by which, in education, policy is formally carried into effect by legitimation from appropriate authority. Policy implementation refers to a study of detailed planning, of carrying through plans, and of processes for monitoring and evaluating. Assessment is by a set of assignments, a dissertation and a field study report.
