This article seeks to review and interpret the findings of the “Howard” Report on the movement of manufacturing industry in the United Kingdom from 1945 to 1965. The evidence given concerns the number of “moves” and their employment effect, with classification according to regions of origin and destination, as well as for parts of the period or the whole. In spite of the difficulties of definition, both of “moves” and regions, the evidence does cast some doubt on a number of possible hypotheses to explain the observed pattern of movement. It is reasonable, therefore, to infer that Government policies (of incentives in development areas, and restrictions in congested urban areas) have had some influence—alongside many other factors that cannot easily be related to the data.
