Abstract
The City of Syracuse has approximately 164,000 people and is located in Onondaga County, New York. Approximately 40 percent of the City's 16,600 acres are served by a combined sewer system. Each of the 66 combined sewer overflows (CSO) discharge into one of three receiving streams that are tributary to Onondaga Lake. Onondaga Lake has become a topic of national interest as one of the most polluted lakes in the U.S.
