Abstract

Management of European Structural and Investment Funds (ESI Funds) programmes is devolved in the UK, and the two ERDF Operational Programmes (OPs), two ESF OPs and an Interreg programme in Wales are managed by the Welsh European Funding Office (WEFO), part of the Welsh Government. In 2007-2013, ESI Funds co-funded financial instruments (FIs) were implemented under the two ERDF OPs, which together cover Wales in its entirety. Among the FIs was the JEREMIE Fund for Wales, which was launched in 2009, and had by the end of 2015 invested nearly £ 160 million. The Fund was managed by Finance Wales, a wholly owned subsidiary of the Welsh Government, which invests in SMEs on a commercial basis in Wales.
