Abstract

This article offers a way of understanding the nature of local government equal opportunities policies. Its focus is race and women's equality, but the principles it elucidates can also be applied to other contexts of equal opportunity. The approach outlined in this article argues for equal opportunities to be seen as a form of social regulation. A wider frame of reference and body of knowledge beyond political manoeuvring then becomes available to the world of equal opportunities.
