Abstract
This is a review article about the public participates in the Environmental Health Impact Assessment (EHIA) in the Thailand context. The result found that the public can be participants in eleven EHIA projects that might create severe health impacts as in the prescribed lists; moreover, the participants can participate in the five steps of the EHIA process that are guided in details other than public participation in the Environmental Impact Assessment (EIA). For example, the guideline mentions media channels for giving information to the public and earlier times to distribute EHIA documents to the public to read and understand in addition to public access for reviews or feedback for the decision-maker. The five steps in the EHIA process are screening, scoping, health assessments, review, and final decision. In addition, the participants are similarly divided by roles and duties as in the EIA study. The entitled participants are from positively-affected and negatively-affected groups, from national and local governments, NGOs and independent experts, indigenous and lay people, the media, EHIA study teams, and approval authorities. Consequently, there are approved EHIA projects, in addition to unapproved EHIA projects, because the public participation guidelines are very open in applying both top-down and/or bottom-up approaches.
