Abstract
The results of radiometric experiments on the effect of rainfall on sea-surface microwave thermal emission are considered. The sea surface is described as a multitude of independent ring waves, perturbed by rain, and characterized by a power spectrum determined by rain parameters. This description allows us to explain the increase of the brightness temperature of a perturbed sea surface as the result of the resonance phenomenon in thermal emission.
