Abstract
During the last few years the planning for programs of one kind and another--for agriculture, for defense, for flood control, for work relief, for various social problems--has become an accepted procedure. Careful planning based on knowledge of present resources and conditions, and on estimates of future needs, results in action programs to conserve and increase the national wealth which, in turn, means on the average better living for all the people. Planning for road and high-way systems has not escaped this general trend. Today engineers are making studies of the present traffic situation and the needs of both the present and the future for a road system that will adequately serve all purposes.
