Abstract
This paper considers the problems of flood risks in the context of public and private insurance responses with a particular focus on residential property. The role and take-up of insurance is demonstrated with examples from OECD countries. The importance of insurance as a tool to implement sustainable flood management policies is highlighted and the ways in which insurance has influenced local authorities in Scotland is described.
