Abstract

The Alexandria Sanitation Authority (ASA) faces many of the pressures that are familiar throughout the wastewater industry: doing more with less, maintaining and upgrade aging infrastructure, retaining institutional knowledge, complying with changing regulatory requirements, and informing and involving stakeholders. In addition, ASA is in the midst of a 345 million upgrade progam that will result in the rehabilitation of older facilities and the construction of new facilities and processes. This project has forced ASA to adapt to a tremendous amount of operational change in a short period of time. To help adapt to these changes and challenges, ASA is implementing a National Biosolids Partnership Environmental Management System (EMS). ASA is using the EMS as a tool to define performance objectives and identify opportunities for improvement related to biosolids quality and, subsequently, to develop plans to act on these objectives and opportunities. This paper will discuss ASA's approach to using EMS as a tool for managing change, capturing institutional knowledge and driving performance improvements.
