Abstract

Government policies are encouraging the development of renewable energy and include regulatory and market incentives. Some of these incentives are relevant to wastewater treatment plants that generate electricity from digester gas. This paper provides an overview of renewable energy sales activities at the East Bay Municipal Utility District's (EBMUD) wastewater treatment plant and examines recent regulatory and market developments as they pertain to wastewater facilities in California, including renewable energy sales, renewable energy credits (RECs), and greenhouse gas offsets. Some of these developments will present opportunities for wastewater treatment agencies to increase revenues, or cost savings associated with their electrical power generation, and reduce the overall cost of wastewater treatment.
