Abstract
The City of Austin Water Utility promulgated a new private lateral program in 2007 to reduce inflow and infiltration into, and the overflows from, its wastewater collection system. The private lateral program took years to develop due to several unforeseen challenges along the way. This paper will provide a case-study of the challenges of developing a private lateral program, specifically the long time it took Austin to develop a new private lateral ordinance using input from a diverse group of stakeholders. We will discuss the approach used, various options considered, and how the new ordinance was developed, followed by a brief description of the ordinance adopted by the City of Austin.
