Abstract
Innovation and technology development have become synonymous in the minds of policymakers in virtually all of the major industrial nations. Yet, as nations set out to establish innovation as a national priority or to incorporate innovation stimuli as components of national industrial policy, there are existing internal politico-economic structures that limit the tools that national governments can and/or do use to facilitate innovation strategies. This paper explores both the concept of innovation as national industrial policy and the policy tools different national economic systems can use to build industrial innovation into national industrial policy.
