Abstract

This article draws on the author's experience as a practitioner in UN peace operations to examine the objective of achieving coherence in multidimensional peace operations. Three dimensions of coherence are outlined - coherence in peacemaking, in the coordination of UN peacekeeping, and in humanitarian activities and peacebuilding. Recommendations for improving coherence in peace operations are suggested. Coherence in multidimensional peace operations is not an unachievable goal, but there are also limits to the extent to which it can be achieved. Moreover, coordination among actors and integrated institutional approaches do not comprise or guarantee coherence, but are tools to achieve it. Finally, the strategy being cohered around must itself cohere.
