Abstract
This paper outlines an approach taken to communicate voluntarily the results of a Societal Risk Assessment undertaken for a major Natural Gas Liquids processing facility in the United Kingdom. It was recognized by the plant operators that given the complexity of the technical material and a history of opposition and suspicion among certain groups in the local communities, care and attention had to be paid to the process as well as to the content of risk information. The paper argues that risk is an 'essentially contested' concept, and as such, coming to a consensus around low probability, high consequence risk calculations requires dialogue and debate in order to generate confidence and trust in plant safety and management.
