如果说近代东北地区经济沿铁路发展为＂一次革命＂的话,那么未来在港口航运带动下的东北内河流域经济发展可称为＂二次革命＂,使东北地区最终形成＂水铁两路融合发展＂局面,找回东北阳刚之气,为东北全面振兴和建设＂美丽富足东北＂奠定基础。
