Abstract
Strategic INtegrated Evaluation Methodology (SINEM) addresses three problems: first, the time needed to formulate strategies and identify evaluation criteria to meet objectives; second, the diversity of evaluation criteria among evaluation models which hinder a holistic perspective of evaluation and third, the need to prioritise these strategies based on the likelihood of the strategy achieving the desired performance in objectives. The first significance of the diversified model-driven knowledge base of strategies and critical success factors lies in the formation of an ontological basis for evaluating and prioritising strategies within or among communities of practice. This consequently leads to the second significance, an ontological basis for road mapping performance improvement initiatives. The third significance is basis for designing a decision support/performance support system. Simulations on learning design are presented.
